Texas Form 130-U and Registration Purposes Only
How new residents use TxDMV Form 130-U, when Registration Purposes Only is available, and when a full title transfer is optional.
What Form 130-U is
TxDMV Form 130-U is the application new residents use for Texas title and registration. The official form is free from TxDMV. A StateStride packet is a folder for that form, not a substitute.
Registration Purposes Only is still available if you own the car
Registration Purposes Only (RPO) is available if the vehicle is leased, financed, or you own it and want to keep the out-of-state title. You get Texas plates without surrendering that title.
A full title transfer is optional, even when you own the car and hold the title. Choose the transfer only if you want to surrender that title at the county window.
What to bring to the county tax office
If you own the car, register it within 30 days of becoming a Texas resident, and before DPS will issue your license. Bring a printed Texas insurance card and one printed residency proof. The driver license is a separate 90-day deadline and needs two proofs.
When the vehicle is already titled in your name in another state, new-resident use tax is a flat $90 under Tex. Tax Code § 152.023, not 6.25% sales tax. Bring the bill of sale if you bought the vehicle in the last 12 months.
